Nursery 101: No, a nursery can't sell you clones.
New York's new cannabis nursery license is for businesses that grow seeds, clones and young plants for other licensed cannabis businesses. Here's what it allows, what it doesn't, and the key dates, straight from OCM.
The part most people miss
Official A nursery license does not allow selling any cannabis, including seeds, clones or immature plants, directly to consumers or home growers.
Nurseries sell only to State-licensed cannabis businesses. If you grow at home, a licensed nursery is not a place to shop.

What the license is, and is not
What it is
- Official A license to produce, package, label and distribute cannabis seeds, clones, immature plants and other agricultural products used for cannabis cultivation.
- Official Sales go only to State-licensed businesses: cultivators, microbusinesses, cooperatives, Registered Organizations (ROs, RONDs, RODs) and other licensed nurseries.
- Official Three types, by how you grow: outdoor, mixed-light or indoor.
- Official Nursery licensees track cannabis through the State's seed-to-sale system.
What it is not
- Not a retail license. A nursery can't sell to the public.
- Not a source of clones or seeds for home growers.
- Not open to owners with a stake in a retail dispensary, delivery or on-site consumption license.
- Not automatic. Every license still needs Cannabis Control Board approval.
Official OCM notes that a microbusiness with retail authorization, or an ROD, may sell to adult-use consumers, but only under its retail authorization, not the nursery license. A ROND may serve certified medical patients and designated caregivers through a medical-only dispensing facility.
